PRIMARY OBJECTIVE
Reporting to the Director of Human Resources or assigned administrator, a Talent Acquisition and Onboarding Specialist implements strategic recruiting and onboarding for faculty and non-faculty roles. Manages the recruitment and onboarding life cycle for one or more campus locations, partnering with other HR staff, campus leaders, and hiring managers and executing recruitment and candidate sourcing strategies to effectively build and maintain a robust pipeline of candidates.
The Talent Acquisition and Onboarding Specialist demonstrates a multicultural awareness in directing CCC’s recruitment, contributing to cultivating an inclusive, diverse and respectful organization and College community. Performs related duties as required.
ESSENTIAL DUTIES
- Partners with hiring managers and other HR Staff to understand talent needs and expectations and creates recruitment strategies to fill vacant positions.
- Coordinates and leads recruitment strategies for vacancies including critical, hard-to-fill positions.

- Works with hiring managers and other college leadership to create and maintain successful onboarding planning and training for new employees, including planning orientations and HR related workshops.
- Consults with hiring managers and other college leadership to ensure the onboarding of new hires, promotions, or other personnel transactions are being carried out timely and effectively.
- Trains hiring managers and other employees on hiring best practices, interviewing skills, and onboarding.
- Conducts intake sessions with hiring managers to review the role, interview questions, panel makeup and other needed details to recruit.
- Works with HR and hiring managers to develop concise, accurate job postings, critical success factors for positions, and compelling job profiles.
- Screens, interviews, and recommends internal/external candidates for all levels of jobs, including professional, management, technical and faculty positions.
- Coaches and provides guidance to hiring managers throughout the search and selection process, including how to conduct interviews and evaluate candidates.
- Serves as a liaison and consultant to District and college senior leaders, HR staff, and outside agencies regarding CCC’s recruitment programs.
- Utilizes the Taleo applicant tracking and onboarding system to manage the requisition and hiring process.

- Maintains communication with candidate and manager throughout the hire process.
- Coordinates with hiring manager to ensure a smooth recruitment process, participating in screening resumes and applications, scheduling interviews, making candidate selections, and initiating the offer and onboarding process.
- Advises management and supervisory staff on recruitment and staffing procedures, and best strategies for filling vacancies.
- May fill in for other HR roles, assists HR team as needed, and completes special projects as required.
- Performs other duties as assigned.

QUALIFICATIONS
- A Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, or a related field. Master’s degree preferred
- Three years of experience in a strategic recruiting role with an emphasis on recruitment, employment services or talent acquisition administration. An equivalent combination of education, training, and experience may be taken into consideration.
- Experience in Human Resources or customer service preferred
- PHR/SPHR or SHRM-CP/SCP desirable
- Experience working within a higher education and/or public sector employer desirable
- Demonstrable track record of delivering against recruiting targets
- Demonstrated knowledge and success in executing full-cycle recruiting process
- Knowledge and understanding of applicant tracking and onboarding system
- Knowledge of HR policies and procedures
- Knowledge of employment laws and regulations relating to employment
- Knowledge of best practices and current trends in talent acquisition
- Excellent written, verbal, and interpersonal communication skills
- Excellent organizational skills
- Strong leadership and management skills
- Highly developed interviewing skills
- Ability to express complex information in a clear, concise and understandable fashion
- Ability to implement industry best practices and advise senior leadership to affect operational and cultural change
- Ability to work independently and as a member of a team
- Proficiency in the use of Microsoft Office (Word, PowerPoint, Excel, Outlook)
