PRIMARY OBJECTIVE

Reporting to the Associate Vice Chancellor of Apprenticeships and Workforce Solutions, the Data and Operations Manager (Workforce Solutions)is a key member of the college’s Work-Based Learning (WBL) team and is responsible for supporting strategic decision-making, operational efficiency, and continuous performance improvement across WBL and workforce initiatives. This position manages core business operations—including budgeting, contracts, and grant administration—while leveraging data tools and performance metrics to inform strategy, track progress, and improve outcomes for students, employers, and institutional partners.

 

The Data and Operations Manager serves as a strategic partner to the Associate Vice Chancellor of Apprenticeship & Workforce Solutions in translating district-wide work-based learning and employer engagement initiatives and KPI performance into institutional improvement. The role leads efforts to institutionalize a culture of continuous improvement and performance within City Colleges of Chicago’s work-based learning and workforce programs. The Data and Operations Manager also creates processes and manages workforce fiscal activities, partner and vendor contracting, and grant post-award compliance. Performs related duties as required.

 

ESSENTIAL DUTIES

 

Data Analysis & Performance Monitoring

·       Conducts strategic data analyses, identifies insights and implications from work-based learning and workforce programs data, and makes recommendations for action to senior staff to improve student employment and employer satisfaction outcomes.

·       Develops data dashboards and visualizations in PowerPoint, Excel and Tableau that clearly communicate complex analyses to multiple audiences, including executive and senior staff to inform institutional improvement efforts related to CCC’s Career and Workforce strategic plan.

·       Provides reports to and facilitates conversations with colleges and departments across the District to monitor progress towards key performance indicators, such as reporting and analysis of the scale and quality of work-based learning activities and depth and health of employer partnerships.   

·       Responds to ad hoc data requests from District Workforce teams, colleges and Centers of Excellence regarding student and college work-based learning performance using Workforce Solutions data instruments, RAPIDS, Salesforce, Handshake, Parker Dewey, Riipen and CCC’s data warehouse (Open Book).

·       Provides data entry and validation for external grant compliance reporting and research projects as needed. 

 

Operational & Administrative Management

·       Develops policies and procedures related to budget control for the Workforce Solutions department.

·       Manages Workforce Solutions annual operational and grant budgets, tracks and reconciles grant contract funds.

·       Prepares quarterly and annual financial reports for grant agencies, responds to audits completed by independent auditors and submits reports to appropriate agencies.

·       Responsible for processing requisitions, purchase orders, and customer services issues.

·       Manages vendor contracts so that expenditures are compliant with board report and procurement policies, resolves vendor service issues.

·       Creates a system for employer partner contracting and works with Workforce Solutions and Legal teams to manage new partner contracts and renewals.

·       Manages workforce partner invoicing and third-party payment process.

·       Coordinates student work-based learning financial activities, including tuition and book vouchers, stipends, emergency funds.

·       Maintains the Workforce Solutions website.

·       Creates in-house marketing collateral.

·       Coordinates hiring, on-boarding and professional development for Workforce Solutions team internship programs and supervises Data Analytics interns. 

·       Adheres to CCC Customer Service Excellence standards.

·       Performs related duties as required.

QUALIFICATIONS

  ·       Bachelor’s degree from accredited college or university in Business, Public Administration, Data Analytics, or a related field. Master’s degree preferred.

  ·       Minimum of four years of experience in data analysis, research, operations, or program administration, preferably in higher education or workforce development settings.

·       An equivalent combination of education and experience may be considered, provided the minimum degree requirement is met.

·       Experience in workforce related grant management and reporting.

·       Experience with enterprise systems such as PeopleSoft, Salesforce, Banner, Brightspace, and D2L, familiarity with labor market platforms as well as student systems such as Navigate, Handshake, and Parker Dewey.

·       Understanding of workforce business procedures such as partner contracts, invoicing and wrap-around supports for student.

·       Proficient in data analysis tools such as Excel, Tableau, Power BI, GIS, or similar platforms, preferably with higher ed and workforce related data.

·       Skills in digital market tools (e.g., Canva, Microsoft Publisher, PowerPoint) and experience with web development and content management systems (e.g., WordPress).

·       Excellent verbal and written communication skills. 

·       Ability to work independently with strong analytical and strategic thinking skills to provide thought leadership and identify opportunities for financial, operational, and process improvements.

·       Strong attention to detail with the ability to produce accurate and high-quality work in a fast-paced environment.

·       Ability to work within a culturally diverse environment.  

·       Ability to cultivate and maintain strategic partnerships with key stakeholders. 

·       Proficient in the use of Microsoft Office 365 (Word, Excel, PowerPoint, Access, Outlook, Teams)

 

 

Offered salary will be determined by the applicant's education, knowledge, skills and abilities, as well as other factors such as internal equity.
