PRIMARY OBJECTIVE

Reports to the Vice Chancellor or Associate Vice Chancellor of Business and Procurement Services. Under supervision, the Contract Compliance Administrator performs at the fully functional level, monitoring various types of procurement contracts to ensure compliance with the policies and provisions of CCC’s Minority and Women-Owned Business Enterprise (M/WBE) Participation Plan.  A Contract Compliance Administrator also monitors M/WBE utilization during the performance of the contract; reviews payment documentation; and reviews certified payrolls and invoices to ensure compliance with prevailing rate regulations.    Performs related duties as required.

 

ESSENTIAL DUTIES

·         Works with vendors and CCC administrators in providing information and understanding of CCC’s M/WBE Participation Plan and its utilization in procurement contracts. 

·         Communicates with and informs potential vendors of CCC’s procurement processes and the requirements for M/WBE participation; provides information on certified M/WBE vendors/companies.

·         Reviews assigned vendor contract documents and M/WBE compliance plans to ensure inclusion of appropriate M/WBE goals and compliance reporting requirements, prior to awarding of contract. 

·         Participates in meetings to explain M/WBE compliance requirements to contractors including established participation goals, compliance reporting, remedies for non-compliance, and other administrative and procedural requirements.

·         Monitors contracts for participation and performance of M/WBE vendors by reviewing submitted documents and conducting site visits as needed; prepares required reports on progress towards meeting M/WBE participation goals for assigned contracts.

·         Investigates complaints and allegation of M/WBE non-compliance.  Conducts dispute resolution for M/WBE compliance issues; prepares detailed summaries and reports. 

·         Reviews M/WBE documentation, including letter of certification from an approved certifying agency, for ownership verification, financial and background checks, and related requirements.

·         Maintains database of businesses registered with CCC as M/WBE businesses and participating in CCC’s procurement contracts. 

·         Attends outreach events to provide information and promote CCC’s M/WBE Plan; assists in conducting workshops for M/WBE businesses seeking contracting opportunities with CCC.

·         Assists college administrators in identifying certified M/WBE vendors to provide goods or services as a prime or subcontractor.

·         Assists vendors by addressing questions regarding the reporting of monthly compliance audits, including reporting via the Contract Reporting systems.

·         Assists in conducting close-out audits of contracts to evaluate overall compliance with M/WBE participation goals.

·         Performs other duties as assigned.

QUALIFICATIONS

·         A Bachelor’s degree or higher from an accredited college or university

·         Two years of professional-level experience in contract administration or contract review preferably with minority/women/disadvantaged (M/WBE) contracts

·         A combination of education and experience may be taken into consideration based on the applicant’s credentials

·         Knowledge of supplies diversity and reporting software applications such as B2Gnow is a plus

·         Knowledge of PeopleSoft 9.2 ERP Solution or other ERP systems is a plus  

·         Knowledge of CCC’s procurement policies and M/WBE Participation Plan

·         Solid organizational, problem-solving, and investigative skills

·         Good critical thinking and analytical skills

·         Excellent interpersonal, verbal, and written communication skills.

·         Ability to conduct contract monitoring and compliance reviews

·         Ability to prepare detailed compliance reports

·         Ability to work with vendors and CCC staff to resolve contract compliance deficiencies
